PROBLEM IDENTIFICATION
Texas state law designates a bicycle as a vehicle that is legally usable on all roadways unless prohibited by local ordinance. Bicyclists are therefore required to adhere to all vehicle traffic laws. Research studies indicate that with proper training, cyclists ages 10 and older can safely ride in complex traffic situations, but those age 9 and younger do not have the cognitive ability to handle roadway traffic.
According to Travis County, Texas trauma records in 1996, 50 bicyclists were hospitalized with bicycle-related injuries, 15 under age 18. National estimates indicate that only 2 to 3 percent of bicycle injuries requiring…
